It's a holster for a Luger P.08.
P38´s holsters had a vertical strap just like the holster below.

...of course , police P-08 holsters have the strap in the centre ala the P-38 Holster..in this case of course, it is a Heer holster so most likely a regular old P-08..nothing wrong with that..!!
