any idea who's in the car?

Any one have an idea who these 2 in the car are? Perhaps the pennant gives a clue? Photo is a little fuzzy so I can't do much better.

I was stumped....I guess the pennant threw me off. Looked Spanish or something other, not 3R, but I've found good info on Horthy.
