What is he and what Arm Shield is he wearing?

It looks like there are anchors on the buttons of his great coat, yet the piping on his cap indicates Infantry white. The Belt is not German and what is the Arm Shield - does not appear to be Krim or Kuban.

Unfortunately I cannot help you too much. I will say that I do not believe that is a shield of any foreign volunteer I have seen before. It's possibly a variant, but of what I do not know.

To me it looks different shades on both halves of the shield (not too different), but that could just be angled sides and shadowing.

I've never heard or seen this, but perhaps a family crest or local emblem?
