Greetings all

I’d like to get some help in identifying this interesting character. From what I understand the picture is taken in the Southern Russia, most likely Kuban region. The group of muslim men seem to be Tatar volunteers lining up in front of the Kommandant’s office. There is some kind of a pre-war poster on the wall that’s dated March 21, 1941 and reads as “ Mind matter” Hope it helps!

Note that he is not wearing his EK1, but only his woundbadge in gold.
Just like Hannes Mühlenkamp so often did.

There was no need to wear the lower classes of the EK, IMO, as you couldn´t be awarded a higher grade without having been awarded the classes below that.
I don´t understand why the Germans ordered their soldiers to wear it all.
