But what are they wearing, and what type of tents are these?

The tents alook similar to a style in use with British and Commonwealth troops. Could these perhaps be Beute tents?
As for the jackets, these were often used by London gangsters in 1960's and '70's...you can hide a sawn off shotgun underneath
