Yes, it's an official "family tree" booklet. I think they were used to prove your ancestry, particularly for membership in certain organizations (SS, for example, but not only that).

I usually see them run for about 30$ to 50$ US.
Yours has the "certified" stamps to show the records were validated, so more near 50$ 'ish is my guess?Comment

Just my personal thoughts, but these are fairly common. This seems to be in good shape and well filled out, but unless it's part of a grouping, or of a person or area you're REALLY interested in, I don't think I personally would give more than $10.00 for it.
However, if you like it for what it is, go for it. I'd think $50 would be the uppermost limit.
