Document w/ strange stamp....opinions!

Hey guys, I picked this up last week. I don't recognize the stamp at the bottom of the document. It a Reichsleitung stamp, but it features SS runes on either side of the eagle. To whom would this stamp be used by. Any thoughts on who signed this document too would be helpful. Thanks.

This stamp seems to belong to the "Reichspropagandaleitung". The document seems to connect to the ordering of a book for use as propaganda

Well, I think perhaps, someone re-inked the stempel--look at the outer circle on the lower right side--it appears to have two differant inks, and the swaz might be messed with also---if this is truly the case, then perhaps the Sig-runes were later inked in at the same time also. But I am not 100 percent sure...photos may be misleading.
That being said , as Porta18 said , it has to do with a "propaganda book" I notice the book publisher is Volk und Reich--they did sometimes have overt SS material in their publications, and may have been a less than obvious SS controlled book publisher(just my suspicion--no proof)
