I have been offered this framing for 40 euro and was wandering if that was a good deal? I am also wandering what it is for?

It's a document commemorating a soldier's time in the service. Probably one of the post war versions, can't really tell much from the picture...40 euro is more than I'd pay, but if you want it, go for it. Especially if he served in a unit or theater you're particularly interested in.

Really, a good price is what YOU are willing to pay. These were made - to the best of my knowledge - post war. Offer what you like for it. There's not really any set "price range" for this kind of thing.

Honestly, unless it was for a guy who served in a unit I was interested in, I wouldn't buy one. If you like the looks of it, offer what you're willing to pay.
