Don't think it is Peter Frantz as he servered with and received his KC and OLKC with GD AG uints, so I do not think he would be wearing IAB

He is most likley Oberleutnant d.R. Karl-Heinz Schulz-Lepel, awarded with Ritterkreuz dated 13.Sept.1943 as Chef of 6.Kompanie / Gren.Rgt.552, 329.Inf.Div..
The message should be read "Alles für Grossdeutschland".

this happens a lot, a signed photo with "Alles für Grossdeutschland" written is mistaken for GD Photo, It juSt means "All for a greater Germany"!
