Unidentified SS-Standartenführer

This SS-Standartenführer is causing problems over on the AHF. Anyone here with any suggestions please? The location has been identified as Dubrovnik.

Could this be Standartenführer Werner Fromm, SS und Polizeiführer of Bialystock (1942-43)?

Perhaps someone has a photo of him to compare ?
