NKVD Calvary photo, interesting

I decided to scan another photo for you guys to see. I know very little about russian and NKVD stuff.

it's october 4th, 1939 NKVD but they are a calvary unit? since uzbekistan is in the middle of freaking nowhere.

probably a rare photo to have, no?

I just randomly saw it on ebay a long time ago and bought it. Note the few mongolian men, this is in the far reaches of the russian territories. they probably just followed nomadic tribes around? what stationary cities are in uzbekistan in 1939? what outposts?

The word on the right below the first line, it says Tashkent (capital of Uzbekistan).
