I've only seen it twice before in photos. It was very rarely awarded.

The Gau didn't exist before the invasion of Poland, so the photo is certainly post-1940.

Third from left in audience is the Gesch******228;ftsf******252;hrender Pr******228;sident of the DRK, then-SS-Gruppenf******252;hrer und Generalleutnant der Waffen-SS Prof. Dr. med. Ernst Robert Grawitz. And yes, that's gotta' be the Gau Wartheland-Traditionsabzeichen, worn contrary to regulations by the speaker. It's also worn, in accordance with regs, by the bespectacled Party leader in the audience.

Photo would date anywhere from Spring 1942 (when the pattern of SS collar insignia we see on Grawitz was introduced) and 20.04.1944 when Grawitz was promoted to SS-Obergruppenf******252;hrer und General der Waffen-SS.
