H.Vpfl. = Heeres-Verpflegung (army catering).

Many types exist (including fakes), but paper ones are more rare than the ones usually made in wool & similar material.

Mostly I see the burlap ones for sale. Many look unissued. My 2 are. The paper ones would be more rare now I would think, as the paper could have been used for so many other uses after the war.
