What collar tabs are these Heer officers wearing ?

Could anyone help me out: which branch are these officers serving in?

Looks don't tell everything, but probably some kind of administrative function?

I thought Sonderfuhrer wore much different collar tabs.

They are Army officals of the high grade career (Beamte des höheren Dienstes).
The collar tabs look similiar to the ones worn by General Staff officers; what gives these men away as administrative officials is the piping, which frames the collar tabs only on three sides and is open at the front edge.

Rarer still is a Mercedes-Benz staff car with Heers Verwaltung (Army Administration) markings.

Cheers,

These come from a portrait lot of about a dozen, here's some more views;

These guys earned enough to be portrayed as well
Note he was awarded the Kriegsverdienstkreuz 2. Klasse mit Schwertern, a typical award for non-combattant personnel.

please check this website: http://www.deutschesoldaten.com/

in the left column you will see in the rank and authority space, Beamten Rank Insignia and Titles, enter there and you will find a lot of info regarding Army officals.
