i,m not a expert,but based on the ss-vt tabs this is before the waffen-ss
so a heer eagle is possible.
is he also wearing riding breeches ?
its a nice photo.
sometimes a reply is coming later then you want,have patience and there will be a reply given by a member,life is longer then 1 day

Heer breast eagles were sometimes worn by members of the SS VT when attending training courses ran by the Army. This subject has been touched on before on the forum. One of Robin's books shows a similar pic.
