    who knows what badge is he wearing on his left arm?

      It's a diplomatic sleeve insignia.

        His dagger also appears to be that of a Diplomatic official.

              B3a group

              Diplomats apparently were referenced by their pay group-and limited to specific functions by their educations. Group B was "Beamte des gehobenen Dienstes(Officials of an Elevated Career)". However, I don't see a gruppe 3a in Angolia's book, so I have no idea as to his title, but the regs. (pg.99) do specify this was a "B" rank insignia.

                I thought I had found this insignia on page 85 of the same book (with the pay group B 3a listed below a photo of the insigne), but if I look closer, I think I have mis-identified it: The insigne on pg. 85 has an outer wreath of oakleaves, but the one in the posted photo seems to have the straight-lined, simpler border.

                So, I have to correct myself: Apparently, it is pay group A 2 a/A 2 b/A 2 c. (See pg. 90 of Angolia)
