You are right - I had totally forgot about that one. Wasn't it given to those who fought in the Baltic area on the last part of WWI?

The Baltenkreuz was given to those officers, NCOs and enlisted men of Freikorps and other volunteer troops, who fought in minimum three months in 1919 in the area of South Livland and Kurland. (21.839 Baltenkreuze were given since July of 1919.)
