Looks like it comes from the Channel Islands. It's a day pass to enter the Harbor area of St. Peter Port. and St. Sampson's Harbor. Was only good in combination of the Soldbuch or personal ID.

Junco, is 100% correct. It was not that long ago that you could walk up the High Street in St.Peter Port in Guernsey and go into Machon's Jewellery shop I think it was and buy these pass's for 10 pence each. I remember doing so quite a few times whilst on a day trip to Guernsey from Jersey. The chap who ran the shop or his family had a few packet of at least 20,000 of these things and they just put one or two in the window and sold them to collector's or tourists as they went by. I guess this was now somewhere approaching 20 years ago but seems like only yesterday. Having said that there are still many of these blank pass's around today.
