Who ist this Luftwaffen Oberst (signature)?

Hi guys, I have got a three page Stabsbefehl from the Chief of the General Staff of the Luftwaffengruppe 1 from 7th April 1938. It is handsigned by an Oberst in Generalstellung. I assume his name is Speidel? I have been looking everywhere and cannot verify who he was or if my reading of the name is correct... could anyone help me with this ... ? Please? Cheers and thanks, Torsten.

this handwritten note came with the document...it is about a General der Flakwaffe and then a series of dates and units...I am not sure if this has something to do with the man, whose signature I am trying to decipher??

Gen.Maj. Wilhelm Speidel was appointed Chef des Stabes/Luftwaffengruppe 1 on 01.04.1938 and served in that capacity until he was replaced by Gen.Maj. Camillo Ruggera on 01.11.1938.
