Looks like it's signed by General der Flieger Egon Doerstling, head of the Luftwaffe's Nachschubamtes or supply office.

Collecting German award documents, other paperwork and photos relating to Norway and Finland.

Enjoyed seeing it, very nice. I like formal size promotion documents as well as full size award documents. But seems to be little interest in this forum.
