It's a "Lobby Card" displayed front of house in cinemas to advertise that week's or forthcoming movies.
They were usually produced in sets of 6 or 8 per film.
Value depends on a variety of factors, but this one would fall into the "curiosity" category.

Plot: This propaganda piece starts in 1933. Prof. Nichols' American school in Berlin is next door to a school for the Hitler Youth. Karl, from the latter, is attracted to German-American Anna, but events lead to their separation. Later, at the outbreak of war in Europe, Anna is removed from Nichols' school on presumption of German citizenship. Nichols becomes obsessed with finding her, as Anna undergoes a rather lurid odyssey through the Nazi nightmare.

Looking at the picture it looks more like one of those fetish films (?)

The Ziemer book also inspired Disney to make their cartoon "Education for Death: The Making of the Nazi"
