Who is this DKiG-Panzervernichter?

This is from a 16mm movie, taken during 1942 in Heeresgruppe Nord region. Anybody familiar with this officer?

It is from a 16mm original film (about 10 minutes long), edited with tapes, from a Bildberichter's estate. Thankfully the film is quite well preserved and could be transferred to video without problem.
