Is it me or don't they wear eagles? The cockade on the cap is clearly there, but the eagle?

Civil Marine is my guess, not too common to see them, but surely they were part of a convoy that suffered some troubles during his trip.

They are from the Merchant Marine. Here is the press caption:

M2203/ Victorious captains of the German Merchant Marine.
The crew of the German Merchant Marine in the Arctic Ocean must often act as soldiers themselves during enemy attacks. This Capitan and his men succeeded in saving this valuable cargo through their courageous action. Along with the Captain, both youngsters on board received the EK2.

Todd-those are Romanians. The Bulgarians had more germanic type helmets. GREAT photo! that SpVKx1 is as clear as daylight!

A new addition to my collection....the white piping has been painted onto the photo (I can feel it easily when I run my finger over the area), the ribbons and crosses seem to have been added to the negative...??? A strange effect but I like it

Nice find Terry. Wasn't it quite unusual to have both the EK2 and KVK2?
I don't think the awards could be worn like this but I'm not an expert on that subject.
It seems to me the whole uniform was artificially made. The eagle looks painted as well. I've seen civilian photos being altered to uniform photos before (eg when a soldier was KIA and the family didn't have an appropriate photo for the death card)
