    Actually there was such a command & it's General-Commander was General der Kavallerie Edwin Graf von Rothkirch und Trach who also signed this document.

        O.F.K.400? I'm stumped. I was thinking something along the lines of Orts ?? Kompanie 400?

                Von Rotkirsch was a KC wearer and his uniform was for sale at Ulric's ( http://www.ulric-of-england.com/uniforms.html ).

                I also vaguely remember that von Rotkirsch's cardboard box in which the formal KC document was given, was for sale but I don't remember which dealer had it.

                  Actually General von Rothkirch und Trach won only the German Cross in Gold. Do you misidentify him with Generalleutnant von Rothkirch und Panthen who won the KC as Generalmajor or maybe with Hans-Siegfried Rothkirch und Trach who won the KC as Hauptmann d.R. ?
