Himmler & unknown political leader

I've picked up a number of Himmler photos and in one I was hoping someone could help me identify what looks to be a high ranking political leader who wears a WW 1 pilot badge, KVK, and maybe a gold party badge. Any opinions would be appreciated.

Also, they are all SS press photos with the reverse bearing the photographer names and stamping. This particular stamping is extremely faint except for the photographer's name. And there is some pencilled numbers. Nothing else.

Notice that the KVK and Golden Party Badge are noted under decorations. Though the WW1 pilot is not listed, his WW1 service indicates volunteering as a fighter pilot. Interesting I think.
