BKA Awarded by KM Admiral?

Hello people,
I've found this BKA in bronce together with the paperwork, but what strikes me that it is stamped by the kriegsmarine and is signed by a KM admiral.
I thought that these awards where only awarded to ss, wh and police troops?

Hi Peter, the Doc is signed by Kurt Fricke,and he held that Command at the timeRegards Harmel
