No idea about authenticity but what is the document referring to?

Also, out of interest, what is something like this worth?

Totally authentic Himmler signed document regarding the promotion of a Schutzpolizei Major to Oberstleutnant. Although I know it's value, I do not provide valuations. Suffice to say that these are fairly common.
