Although a "taufschein" is a baptismal certificate, now that I have actually read the entire document it is essentially testifying to the date and place of birth and names the parents and the midwife.
This Taufschein was probably issued after the Bukovina was annexed by the Soviet Union in 1940, resulting in the displacement of many people, some of whom became "Staatslos" or stateless and required proof of birth. I believe Bessarabia and Siebenbuergen were also annexed at this time.
