That is Generalmajor Walter Schwabedissen as Chief Of Staff of the Wehrmacht-Commander in the Netherlands, later Generalleutnant.

Letter is probably addressed to Oberst (later Generalmajor) Hasso von Wedel, head of the Propaganda Department in OKW and a possible recipient of the Ritterkreuz des Kriegsverdienstkreuzes mit Schwertern.
