Photo of an unknown unit; what is it?

Hello Guys, Is there anyone who can tell me from which unit this soldier is?

It appears he is wearing the M40 tunic. On his shoulder he wears very small shoulderboards, the one's that look like NSKK. On his collar he wears only three little numbers on each side. The number is 991. No collarpatches.

It is a german picture. Backside says: Foto Heyer Oldenburg.

I have no definate answers for you (maybe NSKK?) but look at post 116 in this link (an officer...991 unit..same guy???). Nick

This family postcard has now passed to my collection and I still haven't found the answer
Nick, I've noticed the other photo as well, it is indeed the same guy.
Any other thoughts on this photo?

Must have come out of the same photo album...too bad these get split up like that... I'm still baffled on this one...its got to be Heer based on the breast eagle (visible in the other picture of this officer) but the collar numerals are really weird!!! and I can't place the shoulderboards either... Sorry I have no clue either...Nick
