Kreigsmarine Armelband "afrika" Document

Here is a recent item that I acquired that I have never been able to acquire before now. I don't know how rare it is, but would like to hear any comments concerning this document.

Hi Bill,
Not exactly sure how rare these are, but let's say they are not common!
I don't actually have any of these documents myself but for Kriegsmarine I only have 2 with the entry in Soldbuch and/or Wehrpaß!
When I get home I will (or someone else will) identify the Konteradmiral who signed this.......
