Vehicle pennant, 191st inf. regiment?

Hello all I have a photo that shows a pennant with 191 on it. Question is this. What does it stand for? I checked the lexikon der wehrmacht and the only infantry unit that fits is for the 191st inf. reg. Any thoughts would be great. Thanks! Mike
