Does anyone recognize this Administration General? I've had this photo for many years and have no clue who this individual may be.

Wow, replying to a 12 year old thread! But, maybe you are still looking for an answer. I feel that this admin general is Wilhelm Raapke. If you want, you can google him, looked kind of similar to the one in your photo.

it is not Wilhelm Raapke. Raapke was soldat, not adm General
