Who are these men?

I picked up this photo recently but am still unsure what organization these men are from. The cuff-title is unfortunately illegible. There were two other photos that came with this pic, but both are a bit blurry. The left-side collar tab insignia, which is not really visible in this photo but can be made out in one of the others, seems to be a circular shape. Any idea? Thanks!

Thanks to all for your replies. I was wondering if it might be TENO but I am really unfamiliar with that organization so I was not sure. Here is the other photo where you can see the collar tab a bit more clearly. Thanks!
