If the pic at the top was Busch, as a PLM holder, he would be in violation of law and tradition by failing to wear his PLM. When in uniform, as this general is, the decoration had to be worn. And it is my understanding that even in civilian attire, a mini or lapel PLM had to be displayed. Just one more thing to bear in mind when trying to identify a PLM holder in old footage or images.
