An extremely interesting picture. It doesn't in fact show the blood order but the DKiG or S. As it was worn according to the regulations for wearing de-nazified decorations.

No, he left Norway long before the end of the war.

By the way, i have the court martial martial transcripts of Hptm. Blell's trial. His sentence was later commuted.

I think this might be General der Artillerie Anton Freiherr von Mauchenheim genannt Bechtolsheim, he held the DKiG and was Böhme's liason officer to the allies in Norway, which would also make sense in him attending the trial.

I've also included the order specifying how the DKiG was to be worn from July 45 onwards in Norway.
