Promotion Documents?

Hello Guys,

I recently purchased a stack of assorted documents and noticed that these three were for the same man.The first is a larger sized document followed by the front and back of the 2nd document. I can't say I know much about them other than what I could pick up using a translation tool. Any comments would be appreciated. The 3rd post war document is nice in that it contains the gentleman's photo. Sorry, not the best pics, they are in plastic sleeves at the moment.

The first is more aptly an Appointment (to a position) document, more than "promotion". But promotion is also acceptable. The second document is his Diploma, showing him as an Engineer (of telecommunication/signals, roughly). The backside are the classes and his grades, basically.
