Help to Identify Shoulder Strap

I thought this was some sort of officer candidate, but it doesn't seem to match any examples I can dig up. It looks like a wide wire tresse with a central band, but officer candidate straps typically have the full wire border as well I believe? I've included the back inscription in case that might help. Thanks for any help!

I would say it is simply an officer candidate insignia. The writing on the back does not help as it's just dedicated to girl he really likes.
