I was hoping for SS but can it be RAD?

I don't think it's SS at all. In fact I recently got some photos of this uniform in wear as well, dated 1942. Henceforward it cannot be early RAD/FAD as I had thought.

I got a suggestion that it might be a non-military organisation. I guess that there were a bunch if them...
