I think franz's signature is enclosed ...

the document appears to be signed by the "chef der ordnungspolizei". The Orpo assumed duties of regular uniformed law enforcement. as far as I know, it was initially commanded by SS-Oberstgruppenführer Kurt Daluege. In May 1943, he was replaced by SS-Obergruppenführer Alfred Wünnenberg until the end of the war.

I don't know the signature of daulege, but appears not to be, mainly for date of issue. for sure is not wünnenberg's signature. I owned a document from him.

he was Chef des Kommandoamtes im Hauptamt Ordnungspolizei. very close to daulege. I guess with same duty under wünnenberg's command.

Wow. Thank you so much! That's precious information. Any idea if this guy was connected to holocaust or any crimes against humanity? I guess if close to Kurt Daluege, must be a bad guy...
