U-boat badge award doc opinions

Hi Gentlemen. I was offered this group. I have a few red flags on this doc. First one is Rosing's signature. That's definitely not him. Second one is recipient's name, Klaus Siegel. I haven't found any mentions of this officer. Doc looks like a fake for me, but I would be glad for your opinions!

It's fake. This one's easy to spot by the smudged swastika/iron cross at the bottom.
