Unknown KC holder of the Luftwaffe

I bought these two pictures last Friday from Detlev Niemann and I would like to know who the KC holder is and if possible where it is.

Is there someone who knows who he is?

I have a new picture of General der Flieger Kurt Pflugbeil, but I don't know the name of the other two men. I'm especially interested in the name of the new KC holder.

I still don't know the name of the Oberfeldwebel, I hope that maybe a new member can help me on that one.
