Yes, that's him

The Gruppenfuhrer, third from left in the close up image, appears to be Werner Lorenz, chief of Oberabschnitt Nord. It looks like he is wearing the Nord sleeveband. He later became chief of the VOMI organization.

It is only "appears to be" or "looks like". Better close up could help to confrm names of other SS leaders. SA leader right is Manfred Von Killinger.
