Japanese Flag with dedication to German colonel.

As far as I understand the flag is a gift given to a German colonel on his birthday in 42 Berlin. However I'm having hard time reading the name (Jokige??), so maybe you guys could help me out and maybe give some advise, where to look for additional information about this guy. Also I have no idea about the name at the bottom. Akutu? Akuta? Akufu? And I would also appreciate if some of you could tell more about this habit of giving a signed flag as a gift. I know that Japanese at least used to sign flags before going to battle, am I right?

I hope this was the right forum.

    Thank you in advance
    -Niki
