It doesn't look like it - these are what I believe to be the emblem used (from Feldgrau):

Looks like it's the symbol for the 19 Inf.Div.\19 Pz.Div. Below that is the WH denoting a civilian registered vehicle in the service of the Wehrmacht and below that is the tactical sign for motorised artillery, the I relating to the I abteilung.

I am pretty sure that Simon is correct; there are a lot of units that used a Wolfsangel as their unit marking, this particular variant was used by 19th.
