help needed with an abbreviation

In the RKT book Überwasserstreitkräfte der Kriegsmarine (L-Z), page 205 deals with a person I am doing research on. Under his various duty stations, the 2nd to last entry states, “… m.d.W.d.G.b. Flottillenchef. Could someone please explain what the abbreviations mean? If more info is needed, please let me know.

Also, could someone please tell me where exactly Südhoofden is?
