I noticed that...looks like he was 40 years old when he joined von Boeselager as a reserve Officer.
          Can't help you with Josef.

Ib Quartiermeister (Logistik, Verwundeten- und Versorgungsdienste) = Quartermaster.

Ib function translates to quartermaster, logistics, wounded and supply services in the Heer.

In modern NATO terms logistics would be G4 pr S4...

            Verpfl-off : Verpflegungs offizier = catering/food services supply officer

            Verz-off : Verzorgungs offizier = supply officer

I guess that would be light blue waffen farbe...for transportation/supply...(I think)
Or still cavalry golden yellow? Not sure...

As he was in a Cavalerie regiment, its the yellow color Waffenfarbe is correct even he worked in "logistic.

So the officer was not a "fighter" but a logistics and support officer. At those positions, promotions were more rare...and also we do not know about his performance and his attitude and related entrances in his personal file.
Maybe he was not "fit" for promotion.
I do not think he was awarded any high decorations.

But the coat is very, very nice and I have no doubt about its originality.

              Regards
              Christian
