Information about Africa Corps veteran

Dear all,
the brother of my grandma served apparently in the Africa Corps. We tried to obtain information about him from WAST, but were told that we are not the closest relatives and therefore are unable to obtain these information. We were not aware that there are still living relatives from this side, as my family is originally from Danzig and all contact was lost when my grandma evacuated in Winter '44.
These are all the information we have:
Fritz Albutat, born: 30.03.1913, died 1969.
Can anyone help me with this?

I thought that all the data could be researched 30 years after the soldiers death without needing of any close relatives approval. We are way pass that limit in your situation.

Thanks for that information. I received this reply from WaSt end of 2014. Do you have any "official" confirmation of that statement? I got the same "problem" for a Paratrooper who was declared dead in 1944.
