Who signed this Knights Cross Recommendation?

Gentlemen,

I have a recommendation for the Knights Cross for an Oberleutnant Eberhard Spetzler. He served with Aufklarungsstaffel 6. (H) /21.

The document is dated August 9, 1941 and is signed by Freiherr von Guttkamer who was his "Hauptmann und Staffelkapitan".

I need help trying to figure out who his Oberst was (see photo). I also need help learning who the Generalmajor's signature is (Kommandeur der Luftwaffe beim Heeresgruppen Sud), as well as the one below it (see photo).

Hope that's enough to go by. If not, let me know.
