Help my student...Oberst name

Hello all, I have a freshman student in my Honors World History class who is from Peru, though he has a Germn last name. He told me his grandfather fled from Germany after WWII. The family history says the grandfather was named Gerhard Karbaum, and they say he was a Colonel, though I am not sure they know what that means.

If anyone has any info on a Gerhard Karbaum, it would be a great help! Thanks!
